The thing about the memorial is that it will be mostly underground, topped by what is essentially a park and giant waterfalls. In that sense, its not a waste at all. We knew there had to be a memorial at the site, and in fact, some people wanted the entire site left for the memorial. I think we got a pretty good deal here. A very good deal.
