I am not sure entirely how the ward system will work but in regards I would think that individuals would have less pull than a group effort to get things done. Politicians would be more inclined to make the people happy and not neccesarily promote growth. I think with that you would see alot more of "dont build that there"and "dont do this because we dont want because it will lower our property value" and overrall hurt our city. Groups of the city who are outspoken basically get there own lawyer for the government and it seems that most of the time their not going to do whats best economically.
