If you'd have seen Leduc and Nisku grow over the last 10-15 years, especially if you're going between Edmonton and the International airport, you'll notice that Nisku and other industrial areas have expanded massively compared to Leduc itself. As the international airport grows, we will be a lot more industrial/commercial expansion in the coming years.
The population figures for Leduc by 2026 sounds a little low, but then again, it really has grown pretty slowly in the past. Hell, look at Fort Saskatchewan - plenty of massive industrial expansion there, and yet that city hasn't grown that fast, either! I know that back just before the oil boom went bust in 1981, planners were expecting Fort Saskatchewan to go as high as 37,000 by 2000.
