The reason there isn't much height is because of the airport. Sky Harbor airport is only 3 miles east of the downtown core and due to airplane takeoff angles and such, there is a limit on how high buildings can be built.
In the downtown core itself, it's limited to around 525'. Further north in the Central Corridor, they could probably build to 800'+, but that isn't as desirable a location as the downtown core...and personally I would hate to see a building that tall there instead of the proper downtown.
