I know someone posted a link to the article below not long ago, but I'm gonna post the full story. At least when it comes to the construction of lofts in the OBD, it's the preferences of devlprs, investors & potential buyers that are setting the requirement.

I'm not talking about a few projects downtown, I'm talking about across the entire city. If you follow the projects going through the planning board, very very few of them are in any way mixed use or pedestrian oriented. Because the zoning laws are still set up for auto uses means that the bad planning isn't being undone, its just getting worse.
