And I don't think many people assume, I think they know. Look at almost any contested project. Look at the recent Queen West triangle quarrel. And more importantly watch the city use their new powers from the province to create its own board--apparently, according to the Mayor, as soon as the spring--virtually replacing the OMB in Toronto.
