I don't think that's universal. Seattle, Tacoma, and our suburbs are building or renovating a lot of very cool schools. In the core cities it's generally rehabs and the results vary from good to jaw-dropping (see Stadium High School at http://www.thenewstribune.com/news/l...5326108c.html) or http://www.skyscrapercity.com/showthread.php?t=446756. New construction tends to be pretty cool also (Mount Tahoma High School at http://www.blrb.com/portfolio/tahoma.aspx).
