My guess is this is Wasatch Partners' proposal for the WTC. (I think I read that a handful of groups were bidding for it.) It's a good location to facilitate trade talk, with the chamber of commerce next door and the city offices across the street. It's also very accessible - light rail right in front and freeway ramps on 400 S.
