I say again: we've never really TRIED promising not to build it, i.e., getting TXDOT to put into writing that Road X will never be any bigger than it is today. Instead, the long-range CAMPO plans always have expansions on the books that real estate agents can point to (including 290 and 71).

When the state highway department's plan of record indicates they eventually plan to expand Road X, it's eminently reasonable for real estate developers and buyers to take that information into account. This is not "don't build it and they won't come".
