Corrupt politicians make money through wasteful projects like the stadium. The money taxpayers give for a staudium would flow directly to the contractors and developers who build the stadium and sell the land, as well as the corporate heads of MLB and the Marlins. Politicians make money by being in power and being able to support projects that they in turn stand to gain from. They do not care if a huge chunk of concrete will forever ruin the prospects of a developing area of downtown. The will always frame their private ventures as "serving the public good."
