Affordable Housing Tower Announced for 1024 Fulton Street In Clinton Hill, Brooklyn

Plans have been announced for a 17-story affordable housing project on a state-owned site at 1024 Fulton Street in Clinton Hill, Brooklyn. Developed and wholly owned by a partnership of Fifth Avenue Committee, Bedford Stuyvesant Restoration Corporation, and One Brooklyn Health, the approximately 149,000-square-foot structure will yield 125 permanently affordable rental apartments. The $111 million project will also feature a 28,000-square-foot intergenerational community facility operated by Fort Greene Council, offering programming for older adults and early childhood education, as well as a 1,000-square-foot health clinic operated by One Brooklyn Health. The property is located mid-block between Classon and Grand Avenues.

The proposal was chosen through a Request for Proposals process led by Empire State Development.

Units will come in studio to three-bedroom layouts and will be available for households earning between 30 and 80 percent of area median income (AMI). Sustainable design components will include Passive House certification, all-electric building systems, and a green roof.

The selected proposal reflects priorities identified through a community visioning process conducted between fall 2024 and winter 2025, during which more than 150 residents participated in workshops organized by Empire State Development in collaboration with local elected officials. Through its duration, the project is expected to generate approximately 350 construction jobs. The New York State Office of General Services will facilitate demolition of the long-vacant structure currently on the site prior to public review under an ESD General Project Plan.
