One is a family business run (and likely staffed) by people whose livelihood depend on not getting robbed and run into the ground by junkies.
The other is run and staffed by employees who gain nothing by chasing junkies down the street and lose nothing by the shoplifting that occurs. Very little incentive to lay down the law so the undesirables naturally congregate there not at the family run business.
I'd assume all things being equal the junkies would rather rob the big corporation than the mom and pop too. Not to give them too much credit or anything though.
