Yep the podium and above ground parkade is a bit unfortunate, but at least it contains 3 storefronts so the street interaction shouldn't be that bad.
The lot is located on the natural shoreline, meaning the rock is only a few feet below surface, so perhaps they entertained the idea of an underground parkade but determined it to be too expensive, just a guess. The upside is residential levels are starting at the 5th floor, providing clear views above the neighboring buildings for all of them.
