Sometimes I really dislike people.
My impulse is to not have any community engagement at all. People aren't given a choice when it's determined a new transformer or water main is to be installed - they just do it.
Honestly this should be the same. The pendulum has swung so far the other direction from the 20th century when the city just did whatever it wanted and cleared whole neighborhoods for redevelopment or highways that the city is almost crippled in its ambitions by nimby community boards and bellyaching reactionaries.
