I've been following this fairly closely, not sure why I thought they wouldn't be starting the new technical ring now.
Look at the difference between the old and new technical ring, the weight saving must be incredible.
AFAIK there has been no official announcement of any interior changes to the building and to realistically make it viable for any team to play there would be along the lines of the Blue Jays or Hamilton arena renovations.
In my opinion to replace those seats when they are still so far from the action is ludicrous as would be the cost, although sooner or later they will have to bite that bullet.
In 2013, Edmonton replaced their 56k seats to the tune of almost $12 million
