That screenshot did not say that was the highest occupied height; that's what you took from it. It could be, but until official documentation comes out saying that, then it's not the case.
Any skyscraper can be cancelled. 175 Park is far from the one I'm most worried about. It is insanely expensive yes, but imo it's the best development site in Midtown besides directly next to Penn Station. I'm not worried about it getting completed.
