I don't think that an office tower will ever rise at 15 Penn. Even Roth seems to acknowledge that. Roth now talks about including apartments at the site. I think that it should include apartments, a hotel, and a smaller block of office space -- maybe 1m sf that wouldn't require a pre-lease.
