Tatlow Park isn't in the middle of what is supposed to be a commercial high street.

The frontage of Brentwood Park South (Concord Brentwood), creek and adjacent school along Dawson St. will also deaden the commercial high street too, like how David Lam Park, downtown, forces the end of the commercial area of Pacific Blvd.
The older condo projects along Dawson (at Beta Ave.) probably do not have retail at grade, either.
