The City of St. John’s and developer Danny Williams are at an impasse over the Galway development due to delays in paving the Southlands Boulevard Extension. Until the extension connects Galway to the neighbouring Southlands area, the city won’t approve any expansion, including site work for a new apartment building by Williams’ company, Dewcor.

The road extension is necessary to ensure emergency and evacuation access, but there's confusion over responsibility. Mayor Danny Breen insists the city won’t fund or construct the road, leaving it to Dewcor and Fairview Investments to coordinate and cost-share. However, Williams argues the city’s lack of clear approval is stalling the project, and until Fairview submits a road application, Galway development remains halted. The city is also cautious about safety and infrastructure standards, like water retention, which they claim can’t be compromised.
