I'm not saying you're wrong, but it seems to me that's a policy from years past that doesn't reflect today's reality. Bikes were banned in those areas to protect common area walls and carpets, but given the number of thefts from bike lockers and storage rooms - plus how many newer buildings limit floor access to residents of that floor - it makes more sense these days to ban expensive items from common storage and require they be kept in the individual units. It would reduce the viability of the storage room as a theft target.
