It's likely going to be finished from the outside WAY before opening. A hospital is so much more complex to open than anything else between staffing, outfitting, HVAC, utilities, and approvals. Penn's Pavilion exterior was finished for a little over a year before it was open iirc, so if CHOP's target date is 2028, the building exterior itself could be built out by end of 2026/early 2027 and still only open on time.
