I ran across a snapshot today from the 1980s that piqued my interest because it reminded me of my former neighorhood of West Hollywood.

No, that isn't me. 
What intrigues me is the old stone pillar
(?) on the left edge of the photo. It's completely incongruous to the rest of the neighborhood.
I know that there used to be stone 'entranceways' on some city streets but I don't believe there were any in West Hollywood.
