Maybe? But it looks like the main level is divided into three small CRUs, which would suggest the patio space would "belong" to the second floor.
I can't really imagine many restaurants going for second-floor locations. There are a couple I can think of on Osborne, I guess, but it seems like a tough sell.
The second story above the Osborne Shoppers, for instance, has a large patio space. It's sat more or less vacant since it was built (with the exception of COVID, when it was a vaccination centre)
