It really is the easiest solution. Another facility/home for people with special needs in this ward? Sure! We have plenty already... one more won't hurt a bit. (EDIT: I'm not directing sarcasm at you... it's based on the political/social perspectives in this town)
I suppose the north end of Ward 2 could be considered as well. But then CN may have a beef with that idea.
