The use of wood in the hospital proper is just finishings, not structural. This is the sentence that suggests to me the structure will be something other than the de facto standard of concrete column and slab.

"The base of the Clinical Support and Research Centre will be comprised predominantly of reinforced concrete."

The exception that proves the rule.
