^ you are actually surprised that with the spate of spending promises towards the election (that you dutifully posted on here each and every time) and an obviously weak economic outlook - that the PC's budget was bogus?

The PC's knew the election was lost, and made promises that the next Gov't probably would need to cut back on - probably for political capital more than anything else.
