I think they make good antipodes to each other as similarly sized cities on either end of the country (and both good examples of successful, smaller urban environments); but beyond that the similarities seem to be made more along the lines of a checklist of superficial criteria than they are a comparison of the actual look, feel, function, and character of the places.

Both great cities, both capitals of some vintage distinction, Halifax has always been larger than Victoria AFAIK. But especially now, Halifax is larger, not just with the recent trend, but with it's huge bigly geographical area, taking in a large and bigly part of the province, it has lots of room for expansion. Touristy Peggy's Cove to the west is in Halifax, as is Moser River to the east; they are a 2 hr 30 minute drive from each other.
