Pickle proper isn't covered by the NBG planning regulations (UT pushed back when it was created ~15 years ago and got it exempted).
And now that I look at it, the West Pickle tract is similarly outside the planning area (which was my next thought). So unless they're going to expand NBG at the same time (which they have talked about doing) it may be elsewhere.
