not familiar with this project but it's more likely than not that the brick is really an ornamental "brick" with stucco like plaster behind it. which is tricky because if ANY moisture gets behind it, it will pretty much all have to be redone.

this has nothing to do with govt or safety inspections. it's very hard to install from what i've heard and can be easily missed.
