Maybe it is 25 minutes of flight time (Google says 40 minutes for a direct AC flight, probably gate to gate) but that does not count the time buffer you need when arriving for a flight, whether you're connecting or not. YHZ is quite far outside the city. A car trip downtown to downtown will be similar to a flight.
We're also completely ignoring cost and the fact that if you drive you end up with a car at your destination. Some people will do connecting flights but only a tiny fraction of passenger traffic between Moncton or Halifax happens by air.
Even 400-600 km trips are often not worth it time and hassle wise, without considering money. I'm still kind of confused about who we're allowed to admit flies out of YHZ but if a lot of Maritimers did it would make sense for many of them to drive to YHZ rather than fly in from a smaller nearby airport. A lot of those small airports have very expensive flights and connections. It can be more expensive to fly to Sydney NS from Halifax than to Toronto.
