Definitely.

In that render it looks like the roof is at the very top, as opposed to the current trend of having a parapet around exposed mechanicals, like 432 PA or WTC-1 where the actual roof is significantly lower.

There's definitely a parapet. It's to hide most of the "ugly" stop at the top, though it probably wouldn't hide the new maintenance unit.

1. Are they making TV/53W53shorter than it is for a reason? Or is it a perspective thing?

It appears to be a proposed tower at 9th Ave. and 41st Street. Maybe another planned Extell tower? There's another existing tower a block north, but it looks different.

Perspective and location. It will look smaller than it is because of those taller buildings and the mass of buildings that surround it.

The eastern projection of the tower rises too high. The design would be so mush more graceful if the cantilevered section was 100-150 feet shorter.
