There is one way to legislate cheaper housing: legislate away regulations that increase costs, or that limit the ability of unvested interests to delay projects. That wouldn't need to be something that compromises safety or quality of life, it could also be by standardizing certain things, making review and approval processes more predictable. Chicago doesn't seem particularly good at doing that sort of thing, though.

Absolutely...can we name these adjustments?
- slash parking requirements along transit (and major bus routes)
- legalize new coach houses / existing garden units
- remove any density anchors (if a 300sf unit sells, more power to 'em)

This is less about high-rise and more about 100s of small developers working, living and investing in the neighborhoods. This is the only way to fill in the awful patchwork of vacant land and boarded up (yet beautiful) buildings to the south and West
