The transaction closed on Oct. 26 for $182 million, or $425,000 per residential unit and $400 per square foot of commercial space, FPA said. The roughly 1 million-square-foot property at 3200 Kirby Drive was developed for $125 million, Thor Equities said previously, and the Harris County Appraisal District valued it at over $153.2 million as of Jan. 1, 2021. For years a controversial proposal to build a high rise in the wealthy enclave of Boulevard Oaks appeared to be dead — a lesson in how land-use battles can erupt even in a city with virtually no zoning.

But after six years of sitting on the proposal — and the vacant, proposed site at Ashby and Bisonnet sitting dormant — the owners, Hunt Cos. of El Paso, last spring resurrected efforts to build the tower. They brought on a new development team, Dallas-based Street Lights Residential, to create a scaled-down version of the high-rise, now called The Langley, that they hope would win over neighbors who had fiercely opposed the earlier project dubbed The Ashby.

Almost a year after StreetLights filed updated plans with the city, the developer says it is weeks from breaking ground on the 20-story apartment building. The city of Houston approved StreetLights Residential's permit for site work and foundation work Monday, though it still is waiting approval to start vertical construction.

Stephen Meek, developer at Street Lights Residential, said the approved work could begin in early April.

“(The site now) is a brown field that looks like a black eye right at the entry of beautiful neighborhood,” Meek said. “What we're proposing is bringing something beautiful and something as architecturally significant.”

The spacious units and high-end design of The Langley are aimed at attracting well-heeled empty-nesters, and Meek believes some neighborhood residents would want to live in The Langley if they decide to downsize but want to stay in the area.

Many of the neighbors, however, remain opposed. Several houses around the project site are adorned with bright yellow signs with a menacing carton caricature of a high-rise and the phrase “Tower of Traffic” and "Protect Our Neighborhood" — a nod to past protests against the previous high-rise proposal.

Houston will close down traffic on seven blocks of Main Street permanently to allow businesses to maintain outdoor seating spaces initially established during the COVID-19 pandemic, with plans to expand the concept to other commercial strips in the city.

City Council voted unanimously Wednesday to permanently extend the “More Space: Main Street” program. First approved as a pilot in November 2020, the initiative converted portions of Main’s vehicle lanes between Commerce and Rusk into seating areas for bars and restaurants struggling amid the early days of the pandemic when residents had been urged to remain in their homes to prevent the spread of COVID-19..

So far, the program has enabled participating businesses to add a total of 45 tables and 154 seats on outdoor patios, according to Houston's Chief Transportation Planner David Fields. Bars and restaurants also reported increases in revenue, employee retention and customer satisfaction, he said.

“We surveyed the businesses. All of them said this was exactly what they wanted. They requested the city extend it,” Field said. “And people felt safer being out on Main Street because there were more people out on Main Street.”

The goal, Fields said, is to expand the concept citywide eventually, although it will require more research and conversations with local businesses to identify specific commercial strips that could be a good fit for the program.

“We definitely want to expand this once we get the permanent version up and going,” he said. “This is not something we would ever impose. This is something that we really want a commercial strip, possibly a group of businesses near each other, to see this downtown as an example and say, ‘Yeah, we would like to do that. Can you help work with us on that?’”

While “More Space” initially was designed as a tool for businesses to cope with COVID-19 policies, it has benefits beyond the pandemic and has helped create a more vibrant downtown culture, according to Melissa Stewart, executive director of the Greater Houston Restaurant Association.

“For so long, we would come to downtown, do our work and then run for the hills. That continues to change,” Stewart said. “We're continuing to see, much even to my surprise as a native Houstonian, more and more people willing to dine outside all year around. Houston is becoming a lot more like the big cities that we see in other parts of the country.”

I just returned from Palermo and a number of their main streets are closed to vehicular traffic and it was great!

The restaurants extend their outdoor seating and the entire street felt like a non stop street festival.

Glad we are moving in this direction.

I was in Palermo a couple years ago, I totally agree. Just gives a different vibe when you're able to just walk the street unbothered by city traffic.

Im on the otherside of the fence on this one.....streets are for cars not bikes not people...thats what sidewalks are for....if you want an outdoor eating area then buy up a parking lot downtown and use that

The Houston Astros hope to start construction on a mixed-use project adjacent to Minute Maid Park as early as this fall.

Astros owner Jim Crane told the Houston Business Journal that the organization plans to build a hotel and entertainment center connected to the stadium. Crane said the development would be similar to The Battery Atlanta in Atlanta and Ballpark Village in St. Louis. Both developments feature a number of work and entertainment options adjacent to the stadiums of their Major League Baseball team counterparts.

The development will include a high-end, 4-star hotel, but the team has yet to secure a brand for the hotel, Crane said. The entertainment district is slated to include restaurants and an indoor tailgating area that can be used year-round. It will also include a walkway above the street, which will take guests directly to the club level of the ballpark.

The organization has hired an architecture firm and construction company for the project, Crane said, but the team did not confirm which companies it's working with prior to publication. Crane said the organization hopes to break ground on the project following the conclusion of the Astros’ season and that it could take about three years to complete. He added that the team might build the development in phases, with some parts of the entertainment district opening sooner than others.

NRG Park and its tenants want to benefit the community, he said. That could potentially come from adding green space, or maybe an educational component.

“There's a lot of really great opportunity. What that opportunity is has yet to be determined,” Walsh said. “But it's certainly part of the conversation that we've started.”

The Ion District, Houston’s innovation hub at 4201 Main St. in Midtown, is quickly approaching 100% leased status. Ten new tenants have recently signed on to lease space in the Ion, accounting for a combined 35,000 square feet in the 266,000-square-foot building.

With the new leases, the Ion is now 86% leased.

Additionally, construction crews are currently working on building a new lab at the Ion. Rice University’s Nexus Lab will be designed for prototyping and scaling-up technologies, according to a news release.

The new tenants include:

-Carbon Clean, a carbon capture company that opened its new Houston headquarters in response to a 64% leap in inquiries following the passage of the Inflation Reduction Act last year.

-Cognite, a Norwegian software company for asset-heavy industries that uses industrial data to benefit customers.

-OpenStax, a nonprofit tech company publishing open-licensed college textbooks.

-Synopic, a startup building depth-enabled cameras to improve visualization and decision making during medical procedures

-Motif Neurotech, a medical equipment manufacturing startup working to develop minimally invasive electronic solutions for mental health.

This area can't truly take off until the next phase gets underway. Berkadia's Q4 2022 report shows the visitor lot across from the plaza as proposed MF. My guess is that would be the first out of the ground, it alone would really help catalyze the area.

Harris Health board members on Thursday unanimously agreed to move forward with a $2.5 billion bond proposal to build a new Lyndon B. Johnson Hospital and make what they say are sorely needed upgrades throughout the county’s public health care system, which treats the region’s poor and uninsured.

The board next will seek approval from Harris County commissioners, who will have the final say on the bond amount and whether the proposal will be placed on the November ballot. The proposed bond would finance the project over 10 years, with an additional $300 million in county funds and $100 million in grants and philanthropy.

That's going to be good for NE Houston, in terms of more daytime employment and people movement on top of the obvious public health needs. Also would be cool if they really do build a 12 story tower and a medical office building. Hopefully the bond passes.

GT Leach Constructors founder and President Gary Leach is for the first time preparing to break ground on a project in which he is personally invested as a partner.

Leach has teamed up with Rama Cos., a Houston-based development firm led by brothers Amir Taghdisi and Alan Taghdisi, to build a new boutique condominium project at 5010 Longmont Drive, in the northern Uptown/Tanglewood area.

The project they plan to build is The Beverly, a six-unit condo midrise that Leach and the Taghdisis hope will bring a new type of unit to the Houston market. Rather than putting multiple condos on each floor, each unit will take up an entire floor.

While Leach has built projects in the past where he had a small financial interest, he confirmed that this is the first time he has gone in on a project as a 50% partner.

Leach told the Houston Business Journal that he was attracted to The Beverly project because of its unique location.

"The site is so special due to its unrestricted reserve status," Leach said. "The other thing that attracted me to the project was my friendship with Amir and Alan."

Amir Taghdisi said the idea for The Beverly was to maximize the amount of space and privacy available to each unit.

“A key driving factor of this approach was to ensure each unit had the same incredible view,” Amir Taghdisi said. “Often, you’ll see condo buildings where only one side of the building has great views because the floor plates are all chopped up. But here, each unit will be able to look out over Memorial Park and the Post Oak skyline.”

Southern Land Communities does indeed develop high rise apartments.

There was previously a proposal to develop a 5-story medical office building on this site by Clay Development and Construction.

The site was previously home to a Wells Fargo bank and has been undergoing demolition for the past few weeks.

Downtown will soon have a new-to-Houston hotel open in the former State National Building, one that the project’s developers say will help to revitalize the area’s nightlife scene.

The historic 13-story building has been revamped to house a Moxy by Marriott, which is scheduled to open in either late June or early July, depending on when the city grants a certificate of occupancy. Moxy Houston Downtown will be located at 412 Main St. on the block of Main Street between Prairie and Preston streets.

Houston-based LMG General Contractors oversaw the construction of Moxy Houston Downtown, while New Orleans-based Campo Architecture & Interior Design served as lead architect on the project. The plan to convert the State National Building into Moxy Houston Downtown was first announced in 2021.

The Moxy brand is built around the idea of making a hotel stay as fun and energetic as possible.

Rather than checking in at a front desk, for example, guests check in at the hotel’s lobby bar and are treated to a complimentary cocktail along with their room key. The lobby will also feature a mechanical bull, while meeting rooms will have ping-pong tables in place of traditional conference tables.

“With the Moxy brand, everything is times 1,000,” said General Manager Terry Hix. “Once you’re ‘Moxified,’ you’ll never think of a hotel the same way again.”

Moxy Houston Downtown was initially scheduled to open earlier this year. However, Hix said the construction process has taken longer than expected because of the historic nature of the building. The former State National Building, built in 1923, is one of the few remaining early neoclassical office towers built in the 20th century.

The building features a number of notable architectural features that led to it being designated as a historic property by the city’s Office of Preservation.

“Almost everything had to be custom-built to be able to work in a historic building,” Hix said.

Yep. Market Square Park seems like the most “neighborhoody” part of downtown and the most active. Especially on Friday and Saturday nights. I wish there were more lots to develop on to increase the density even further. Especially for more residents. I hope they have mixed use on that last remaining lot on the park. Praying for office mixed with residential.

I don't live in Houston, but it seems like they missed and opportunity with 1550 On The Green, which could have been mixed use. But isn't there an ugly budget hotel right behind there? Maybe they can demolish it in a few years and build a tall residential in its place.

Not necessarily. The parkside space is a mix of retail & restaurant. 1550 was supposed to be the office tower of the trio Skanska has plans for the blocks they own in this part of Downtown.

There is a hotel/residential tower planned for block 276 while an office tower with retail components is proposed for block 251.

That hotel isn't that old; 10-15 years maybe. It's not going anywhere and is in a prime location as far as hotel space is...close to the GRB. The fact that it's relatively affordable makes it even more desirable. Plus, there are several open lots in the vicinity ripe for development.

I started thinking about how Discovery Green has changed development in this portion of downtown.

I recall walking through the block where One Park Place currently stands about 2004 or so when it was still part of the Houston Center Gardens. The balcony jutting out from 4 Houston Center over Austin Street made more sense design-wise as it had a decent view of what was the parkland toward the GRB at the time.

Anyway, I had thoughts of what COULD be - but didn't think they would necessarily come to fruition. The specific block I mentioned, I really thought would be as good as it got and that was well enough.

People also tend to forget that while there was some drop-off in proposals post early 80s bust, the pipeline started opening back up as early as 1987-1988, though clearly not in any boom-like state. Around then, there was a plan to build a 40-50 story hotel on that space that would've been the convention center's primary lodging provider. I think it got a lot more discussion around the time Houston hosted the G-7 Summit in 1990. It stayed around for a while till it was reduced in size during the 1990s, and ultimately ended up across the street as the current Hilton Americas, which was completed in 2003.

I have been visiting Discovery Green since the first week it opened and now I can't imagine how the previous configuration could have existed for 20+ years prior to the creation of the current park. The fact that there is a decent mix of lodging and still room for more (and others may be coming soon - see the Home2/Tru and possible HI Express and W Hotels among others), along with dining options that now are in and effectively ring the park at multiple points and the residential towers within a block or two - all proof of how an engaging and well-programmed civic space can make a huge difference.

This also doesn't take into consideration the mixed-use district that Crane wants to build a couple of blocks north and east near Minute Maid that will likely keep with the pedestrian friendly tone established by DG, as well as the two additional blocks Skanska wants to develop along the Dallas Street corridor that was improved a few years back. So much potential, and I think that something will come of it much sooner than later.

The buildings are expected to be completed by fall 2026. The Houston Business Journal has reached out for additional information on the projects.
Also in the piece/press release - Old Sid Richardson College will be demolished. The new residential college bearing that name was completed a couple of years ago.
