Judge Allows FDOT To Proceed With Fountain Design For Signature Bridge

Two rulings were issued recently, which allows the Florida Department of Transportation to proceed with building “The Fountain,” their chosen design for the proposed $802m Signature Bridge project in downtown Miami.

In March, the Third District Court of Appeal ruled against former Miami commissioner Marc Sarnoff, who had sued FDOT. A 2013 settlement agreement was not enforceable by a Miami-Dade court, according to the ruling. In addition, a lower court decision that denied FDOT’s request to transfer the case to Leon County Circuit Court was ruled incorrect.

In April, the State of Florida Division of Administrative Hearings also ruled in favor of FDOT. Losing bidder Fluor-Astaldi-MCM failed to prove the decisition to award the project to Archer Western- de Moya Joint Venture was clearly erroneous, contrary to competition, arbitrary or capricious, according to a judge.

Award of the project was announced in May 2017. Construction was set to begin in December 2017 with completion in late 2022, but was delayed by the legal action.

Tish Burgher, a Communications Manager for FDOT, confirmed that Fluor Astaldi withdrew their challenge on April 18 following the recommendation issued by an Administrative Law Judge.

The final order was signed by FDOT Secretary Mike Dew on April 30, allowing the department to proceed with the execution of a contract with the “Fountain” team, Archer Western-de Moya. FDOT doesn’t yet have a construction schedule, she said.

Of the $802 million cost, $626 in funds are coming from the State of Florida, including state motor fuels tax, vehicle license fee, documentary stamp collections. The remaining $186 million is being paid for locally by MDX toll revenue bond proceeds.

Wow! That's great news! I am pretty sure if they can start construction. Be sure if you can post a construction photos.

At the moment, not u/c. But now that this legal mumbo jumbo seems to be heading in the right direction with this latest decision, hopefully it can start this year.

Yes, I was hoping they can start construction sometimes in a few months or so.

Work Underway On $802M Signature Bridge, Double-Deck Highway

The clock is about to start ticking for the contractor working on the $802 million Signature Bridge project, which also includes double decking a portion of the 836 highway.

Under the terms of a design-build contract, the contractor has 4 years to complete the project, excluding holidays, weather, special events, and any unforeseen circumstances. According to Florida Department of Transportation spokesperson Oscar Gonzalez, the clock begins ticking on October 29.

Lane closures were already underway as of last week to allow for surveys and soil borings, in order to gather information for bridge foundation design.

Over the next six months, the contractor expects to complete the following tasks:

Utility relocations
Surveying and Geotechnical Exploration-Test piles
Continue to develop roadway and bridge plans
Construction along I-95 in the median and begin concrete replacement
Widening SR 836 in preparation for double-decking
Construction of the I-395 bridge foundations
The Design Build Team will also be working on design plan submittals and developing a construction schedule during this time.

Completion is expected in Fall of 2023, Gonzalez said.

Nice! I won't visit Florida anymore. Too many hurricanes, too extremely overcrowded, and bad traffic, as well. They always raining all the times. So that's why I dislike it at all.

It was about 6 months ago I recall a discussion with one of my relatives about them getting a summer home in the panhandle. Saying how it doesn't get hurricanes as much as S.Florida. They might want to reconsider.

Don't get me wrong, the building codes in regards to hurricanes are some of the best (newer buildings), but still.

California is a safer bet, but it is expensive and you have to worry about Earthquakes and rogue NK nukes, but hey! HEY! That's the trade off of living in a weather perfect state. Just don't smoke the wrong type of grass, because you might become paranoid of NK nukes. :tup: Stick with Indicas and become one with the couch, and the universe.

Speaking of crowds, Miami is the 2nd fastest growing city in the U.S.. Good stuff! Austin being #1 and Seattle #3.

Miami’s New Double Deck Highway: How It Treats The River Underneath, And A Construction Update

That was the subject of a meeting of the Miami River Commission yesterday.

Florida Department of Transportation representatives were in attendance and submitted a presentation stating that building of a new riverwalk was not a part of the construction plans.

The new double-deck highway won’t impede future construction of a riverwalk though, the presentation states. While new piers will be constructed to support the roadway, it will utilize the same footprint as piers already in place supporting the current highway.

The double-deck highway will allow traffic to or from the 836 heading towards Miami Beach, the port tunnel, and I-395 to bypass local traffic exiting or entering I-95.

Preliminary construction of the $802 million Signature Bridge project is already underway, with major construction expected to begin in February or March of 2019. Construction of the pier along the river will begin in August or September of 2019.

Every city is improving transit, investing in sustainable development etc.. and Miami is building an $800M+ bridge instead, classic.
