Newly painted curbs on Fulton Street near the South Oculus Plaza are probably more for improving the outdoor experience and not related in any way to actual street construction around the site of the PAC or Two WTC:

Apparently that expanded pedestrian area that became visible in July 2023 is informally referred to as Frolic on Fulton.

A walk down a newly competed Fulton Street on a clear blue day on November 25, 2023. Walk down Fulton Street from One WTC to Perelman WTC is visible from 32:50 to 35:25. Notice preparation is still underway at this point to plant trees near the PAC along both Fulton Street and Greenwich Street to replace the trees that were planted earlier this year that died.

World Trade Center site on December 16, 2023 in the late winter twilight. Really great nighttime views of 4 WTC, 3 WTC, One WTC, outdoor memorial and the Oculus from 13:40 to 28:10.

First 14 minutes of the video shows the Word Trade Center site in January 2024 coated in accumulating snow for the first time in nearly two years. A coating of snow covering most of Fulton Street, the National 9/11 Memorial and Museum grounds and Oculus Plaza is seen and heard as the uploader makes their way down Fulton Street parallel to One WTC and the PAC, heading east down South Oculus Plaza in between the Oculus and 3 WTC, then heading west up North Oculus Plaza and finally back east across Church Street.
