I recall an article years ago stating that, for all of the street-level improvement and activity in Philadelphia, the lights were still out on the upper floors of commercial buildings (unlike bustling cities like NYC). The increasing amount of "overbuild" (albeit residential), put me in mind of that. I think that I've noticed in recent years a greater degree of life above street level, which is encouraging.
