That's not a big cut in height. I wonder how hard and who's arm got twisted, or whose palm got greased.

Yeah, I can't imagine any of the NIMBYs being happy with it. All things considered, a victory for us, and the city.

Councilmembers unanimously approve shrunken 80 Flatbush project

BY JULIANNE CUBA
September 20, 2018

Quote:

Councilmembers on Thursday unanimously voted to approve the rezoning application a developer filed in order to erect its controversial five-building 80 Flatbush complex at the edge of Boerum Hill, hours after the builder reduced the size of its massive project in order to win the local pol’s key vote.
Quote:

The taller tower containing the affordable housing will shrink from 986 to 840 feet — but will still rise above the borough’s current tallest building, Schermerhorn Street’s 610-foot Hub, and the 680-foot Brooklyn Point tower in the works Downtown, while falling more than a hundred feet below the planned 1,066-foot structure that will rise from inside DeKalb Avenue’s landmarked Dime Savings Bank nearby. And the smaller high-rise will fall from 561 to 510 feet — topping out just below its landmarked neighbor, the Williamsburgh Savings Bank tower.
Quote:

The complex’s number of below-market-rate units will not change, but in order to scale down the development, the builders agreed to nix 30 market-rate units, reducing the total number of apartments from 900 to 870, according to a rep for the developer. Some of 80 Flatbush’s commerical space will also be reduced, according to Alloy spokesman James Yolles, who said the exact amount has yet to be determined.

Construction of the shorter high-rise, and the schools, is expected to wrap in 2022, with the taller tower scheduled for completion in 2025.
Quote:

Alloy bigwigs also redesigned the shape of the bigger building by placing its denser floors at the bottom and slimming floors out as they rise, in an attempt to reduce the shadows it will cast over the neighborhood and the nearby Brooklyn Bears’ Rockwell Garden, whose green thumbs feared the sky-scraper would block too much sunlight from their growing patch, according to Levin.

“A lot of density at the top of the tower shifted, so that will have an significant impact on light and air issues, and overall density issues,” he said.

I'm sure a finer, revised design will present itself at some point.

I like the massing of the design significantly more than this version; and the architecture looks like it'd work much better in another city. But this isn't horrible, or anything.

Prezrezc Sep 21, 2018 12:18 PM

Only problem I have with this newer version is that the taller tower looks like a VE'd copycat of 15HY.

And the geometry of the original of same looked awkward...Not a good contrast to 9D.

Prezrezc Sep 21, 2018 8:40 PM

EDIT: I just noticed the base... The curve is well thought out; plus the top bears what looks like a legitimate crown.

This latest spate of approved 500'+ towers here are definitely architecturally suprior to the first, say, three skyline-breakers here.

City Council approves 80 Flatbush development in Downtown Brooklyn

SEPTEMBER 27, 2018

Quote:

The Council voted 48-2 in favor of the development. As part of the agreement reached, the number of apartments at 80 Flatbush was reduced to 870 from 900 units. But 200 of the apartments will remain permanently affordable, as the original plan included. The floor area ratio (FAR) of the complex was dropped from 18 to 15.75.

Boerum Hill residents stage court battle against 80 Flatbush upzoning

Quote:

The City Council’s decision to upzone a slice of Boerum Hill for skyscraper development is long past, but a group of neighborhood residents continues to fight the verdict.

The 400 & 500 State Street Block Association and several members of its steering committee are seeking the annulment of the 2018 rezoning of 80 Flatbush Ave. The zoning changes made room on the property for an 840-foot skyscraper, a 510-foot tower, 670 market-rate apartments and 200 affordable ones, two public schools and office and retail space.

The petitioners who filed the lawsuit live in four-story brownstones on the border of the 80 Flatbush site, whose boundaries are State Street, Third Avenue, Schermerhorn Street and Flatbush Avenue.

They’re suing the City Council, the City Planning Commission, the New York City Educational Construction Fund and Alloy Development. (These entities are referred to as the respondents.)
Quote:

“State Street will be turned into a back alley and an afterthought — the back end of a development so big, it belongs in downtown Manhattan, not a residential neighborhood,” their website says.

A spokesperson from Alloy Development told the Brooklyn Eagle that the company “believe[s] the record will show that the process was lawfully observed and that the decisions reached were well-grounded in the law.”

“It’s a shame that a small handful of wealthy homeowners are making a last-ditch effort to derail a project that will deliver so many public benefits,” the spokesperson said.

The NIMBYs can go to H.E. double hockey sticks... and I agree the newer design is better...I love the crown and it will play well with 9 DeKalb in the skyline.

Holy F I love this!!!! I wish we could start getting towers of this caliber in LIC.

BK1985 Jul 12, 2019 5:12 PM

I never understand why people who live in a downtown Brooklyn adjacent neighborhoods have an unreal expectations that tall buildings aren't going to happen. Considering that this buildings fronts Flatbush Avenue and is within several hundred feet of one of the largest transit hubs in the country, it's totally ridiculous. Its a shame that it got a height cut, but I prefer the design of the new main tower more IMO.

Brooklyn’s 80 Flatbush will rise after settlement reached in lawsuit

Quote:

After months of legal sparring, the developer behind a planned mixed-use project due to rise at 80 Flatbush Avenue has settled a lawsuit brought by neighbors seeking to stymie the project.

Alloy Development and members of the 400 & 500 State Street Block Association have reached a settlement that puts the homeowner’s Manhattan Supreme Court case to bed, allowing the project to press forward. The decision came almost exactly a year after the City Council approved plans for the development—which will have two towers, topping out at 840 and 510 feet—to rise, according to a September 13 letter to Supreme Court Judge Melissa A. Crane from David Paget, an attorney who represented Alloy during the case.

“We write on behalf of all parties ... to advise the Court that Petitioners and Respondent 80 Flatbush Avenue LLC have reached a settlement that fully resolves the dispute,” wrote Paget. “All parties have agreed to discontinue the above-referenced action.”

In a community benefits agreement obtained by Curbed, Alloy agreed to several stipulations, including conducting real-time air quality monitoring for construction dust throughout the project; crafting and implementing noise minimization measures during work; and sharing foundation plans and reports on geotechnical test performed at the site once the Department of Buildings issues permits for the project, among other arrangements, the agreement shows.

“We’re pleased to honor our commitment to establish a Community Benefits Agreement with our neighbors,” an Alloy spokesperson confirmed to Curbed. “Demolition on site is underway, we look forward to starting vertical construction next spring, and to ultimately following through on our promise to deliver 200 units of permanently affordable housing and two new public schools in Downtown Brooklyn.”

Alloy plans to erect the development on the edge of Downtown Brooklyn and Boerum Hill, on a site bounded by Flatbush and Third avenues, and State and Schermerhorn streets. It will have 900 apartments, 200 of which would be permanently affordable, along with office and retail space. The project initially called for one of the two new towers to rise to a staggering 986 feet, with the other structure reaching a comparatively modest 560 feet. But after fierce pushback and much back-and-forth, the City Council approved a plan that kept most of the buildings’ density, along with the 200 affordable units, while scaling back the height.

Demolition At 80 Flatbush Avenue Nears Completion In Boerum Hill, Brooklyn

https://newyorkyimby.com/wp-content/...nt-777x971.jpg

Quote:

Architectural photographer Tectonic recently checked in on the progress at 80 Flatbush Avenue in Boerum Hill, Brooklyn. Demolition is underway to clear the site for the construction of a multi-structure development that will include one of the borough’s tallest skyscrapers. A large assembly of scaffolding and black netting shrouds what remains of the original brick structure that is being dismantled floor by floor. Last year the City Council approved the project, which had a reduction in size and scale and a redesign of the largest tower. Alloy Development is the developer of the complex, which is located on a triangular plot bound by Flatbush Avenue, State Street, Third Avenue, and a small sliver of Schermerhorn Street.

All the demolition is occurring on the southern end of the site with a two-, three-, and five-story building squeezed into the tight end of the parcel.

The development includes the preservation of two historic structures, a planned 350-seat elementary and high school by Khalil Gibran International Academy, and two ground-up skyscrapers. The tallest of these got a height cut from the proposed 986 feet to a range between 825 feet to 845 feet high. This also resulted in the scaling back of the floor area ratio from 18 to 15.75, and a total of 870 residential units instead of 900. The number of affordable homes for 80 Flatbush Avenue has fortunately remained the same at 200.

A start and completion date for the new 80 Flatbush Avenue complex has not been announced yet. Demolition and clean up of the narrow triangular site should likely wrap up before the end of the year.

Demolition is almost complete at 80 Flatbush Avenue in Boerum Hill, Brooklyn, the site of an 840-foot-tall skyscraper, the 17th tallest project underway in New York City. A large amount of debris and rubble is scattered across the narrow, triangular property and awaiting removal. The steel frame of a previous structure is still standing but will soon be knocked down to make way for the new multi-structure, mixed-use complex developed by Alloy Development.

Photos show the last remaining building still standing on the southern end of the property, covered in scaffolding and black netting. Excavators are busy working on the middle and northern sections.

80 Flatbush Avenue is bound by Flatbush Avenue, State Street, Third Avenue, and a small sliver of Schermerhorn Street. The development includes a planned 350-seat elementary and high school by Khalil Gibran International Academy and two ground-up skyscrapers. Two historic structures will be preserved. The property will have a total of 870 residences, 200 of which will be affordable units. The closest subways are the 2, 3, 4, and 5 trains at the Nevins Street station up Flatbush Avenue and the B, D, N, Q, and R trains at the Atlantic Avenue-Barclays Station. The Atlantic Terminal is across the street to the south.

Construction and completion dates for the skyscraper has not been announced yet.

Demolition Wraps For Future Skyscrapers At 80 And 100 Flatbush Avenue In Boerum Hill, Brooklyn

https://newyorkyimby.com/wp-content/...5940535576.jpg

Quote:

Demolition is now complete at the adjacent sites of 80 Flatbush Avenue and 100 Flatbush Avenue in Boerum Hill, Brooklyn. The narrow plot of 80 Flatbush Avenue will eventually give rise to an 840-foot-tall skyscraper while the triangular lot of 100 Flatbush Avenue will be the future home a 482-foot-tall mixed-use building, both part of a multi-structure mixed-use complex from Alloy Development. Architecture Research Office is the designer of the complex, located on a site bound by Flatbush Avenue, State Street, Third Avenue, and a small sliver of Schermerhorn Street.

Photos show the site sitting empty with all the debris from the previous low-rise structure’s demolition cleared. Two excavators sit by the wall of the Khalil Gibran National Academy high school, aka 362 Schermerhorn Street, awaiting the start of excavation. See our last update on 80 Flatbush Avenue here.

80 Flatbush Avenue is scheduled to yield a 350-seat elementary and high school by Khalil Gibran International Academy and two ground-up skyscrapers. Two historic structures will be preserved. The property will have a total of 870 residences, 200 of which will be designated affordable.

80 Flatbush Project Swaps Office Space for Mostly Market-Rate Housing in First Tower As It Begins Construction
The second tower that contains most of the affordable housing has been delayed to at least 2027.

The 80 Flatbush project, in Downtown Brooklyn at the edge of Boerum Hill, is set to finally start construction on the first phase of the project, a 44-story, 480-foot tower. Thanks to the post-pandemic realities, it will be different from what was presented to the City Council in September 2018.

Questions remain about when the affordable housing component of the project, its main selling piece, will be fully delivered, whether there are any meaningful penalties associated with ensuring timely delivery, and what they may be.

Alloy Development proposed the project as a mix of market-rate and affordable rentals, office space as well as two new schools, and cultural space on a trapezoidal site bounded by Flatbush and Third avenues, and Schermerhorn and State streets.

The project was to be developed in two phases. The first phase would contain a flatiron-shaped tower at Flatbush Avenue and State Street, home to market-rate units and office space, as well as the schools. Phase two would involve a larger tower extending from a more cubic base, stretching some 840 feet, which would contain market-rate and affordable housing units.

Alloy Development lands $240M to start construction on 80 Flatbush

The company expects to start building the massive development in a few weeks

The project, formerly known as 80 Flatbush but recently redubbed the Alloy Block, is expected to include five buildings with about 850 apartments—roughly 200 of which will be affordable—along with 200,000 square feet of office space, 40,000 square feet of retail space, two schools and more than 500 parking spots for bicycles. The first phase consists of the two schools and a 44-story, 480-foot tall tower with 441 apartments and 30,000 square feet of retail space, and construction on it should finish in 2024, Alloy said.

Quote:

Construction is expected to begin in the coming weeks on New York City’s first all-electric residential tower, along with the city’s first two public schools designed to meet passive house compliance, the highest standards of energy efficiency and indoor air quality.

The first phase of the Alloy Block will include two components: the aforementioned residential tower and the two schools. The 44-story, 480-foot-tall tower, designed in-house by Alloy, will include 441 mixed-income residences at 505 State St. and 30,000 square feet of retail at 100 Flatbush Ave.

The residential portion will include 396 rental apartments and 45 affordable residences with rents starting as low as $750 per month, developed in partnership with Fifth Avenue Committee, a well-known Brooklyn nonprofit specializing in community development corporation.

The project’s second phase will include a roughly 840-foot-tall residential, office and retail tower designed by Alloy that will also include a home for a local cultural institution, along with two preserved historic structures.

The Alloy Block will be located next to Atlantic Terminal, the city’s second-largest transit hub. It’s also next to the Brooklyn Cultural District and Barclays Center.
