The prospective development, to be called Avalon Pointe, had already broken ground when Planning Department staff notified developers that their site plan, which had been approved by the city in January 2024, didn’t comply with requirements for developments under the University Neighborhood Overlay, or UNO, for certain streetscape design elements.

With the future of the project in limbo, developers chose to halt construction. Bojo said that the delay has so far cost the project more than half a million dollars.

Bills would remove restrictions on site of 'world-class' UT medical complex near downtown Austin

A new medical complex set to rise on the former Frank Erwin Center property in downtown Austin is moving closer to development, potentially with some support from the Texas Legislature.

The future site of The University of Texas system's new hospital campus is currently constrained by Capitol View Corridors that limit development within sight lines of the Capitol dome. A pair of bills are proposed this year to remove those restrictions, which medical officials said could clear the way for a larger hospital complex.

The future UT Austin Medical Center property is blanketed by Texas Capitol View Corridors—geographic planes extending from the Capitol dome that prevent any structures from blocking sight lines to the building from around the city.

Of the nearly three dozen view corridors in Austin, several cross the old Erwin Center site at 1701 Red River St. and could restrict development there. The two companion bills filed in the Legislature this year—Senate Bill 2076 from Sen. Brandon Creighton, R-Conroe, and House Bill 3114 from Rep. Charlie Geren, R-Fort Worth—would eliminate the corridors over the property and clear the way for an expanded medical complex.

IF IH35 is to be redone....as a below grade interstate highway, then the state needs to remove ALL the View Corridors from IH 35. One can not see through the ground. But maybe it is too early for that to happen.

Agreed.... and....
Or... lets see where caps get build and maintain SOME ( but not all ) of the CVC's that might make seeing the Capitol from some of the new parks useful.

If the cap doesn't happen, some folks in the state may want to knock down a bunch of buildings and re-grade from a lowered I-35 to still see the majestic crown, you know....

I was being facetious given the hilarity with which some of the CVCs have been chosen and managed over time by some. All said, I'm hopeful the bill goes through and agree with the other points.

Height caps of 600' in the Transit Core, 420' in Inner West, and 90' in Outer West. This would be a dramatic simplification from the current zoning scheme for the neighborhood, which has at least six different categories IIRC. Also I am loving the idea of a wall of 600' towers lined up against the edge of campus, that would be a pretty striking visual. You could start to see buildings approaching 2000 beds at those heights.
