Construction Shutdowns in Ontario/Toronto: Covid-19

“Only critical construction projects will continue, including industrial projects such as refineries and petrochemical plants and infrastructure projects such as new hospitals, roads and bridges. New starts in residential projects will stop, while residential construction that is near completion will continue.”

Apparently a residential project with an above grade permit can continue.

But it seems a full stop on office towers may be underway (expect to hear more on this for sure).

So has your city/region been hit with this type of hold?

The only thing counter-intuitive issue is if "approved" measures are being put in place to protect construction workers health on a residential project (even one just above grade)... why freeze commercial towers?

Guess I don't get the cherry-picking. If construction sites can reasonably be safe.

Might be a numbers game (see what we've put on hold) given the plethora of trades involved in all the "green-lit" exemptions.

For NYC, some stop-work orders in place, but also some exempt construction.

NyGuy's post does a good job of summarizing this:

200 Amsterdam, One Vanderbilt among sites deemed essential

SJP’s tower is one of 402 projects to receive essential status to do “emergency” work. “The majority of site safety work for 200 Amsterdam will be completed today,” a spokesperson for the developers said. According to the Department of Buildings, workers at the site are pumping water out of elevator pits to prevent electrical damage.

Certain work on SJP Properties and Mitsui Fudosan America’s 200 Amsterdam Avenue — which faces potential deconstruction after a judge ruled the 668-foot tower was about 20 stories too high — is allowed to continue after the city granted the project essential status.

According to the Department of Buildings, workers at the site are pumping water out of elevator pits to prevent electrical damage.

Other notable projects that can remain active for that reason include SL Green’s Midtown East office tower One Vanderbilt and Tishman Speyer’s twisting office tower at 66 Hudson Boulevard, known as the Spiral.

A representative for SL Green indicated that it received approval to continue work on “transit-related spaces and base building life-safety systems” at One Vanderbilt. A statement from Tishman Speyer said, “Construction work on The Spiral has stopped. We are in the final stages of securing the site and completing all of the tasks mandated by the DOB for stalled projects.”

Cuomo’s construction shutdown to curb the coronavirus pandemic was simply the latest hurdle for the developers of 200 Amsterdam. SJP and Mitsui are still waiting on the courts to decide the 52-story building’s fate after a judge ruled in February that the city erred in letting them build so high. The developers and the de Blasio administration are appealing the decision.

Just to note:

1) " Buildings data indicates construction on three homeless shelters is ongoing. Of the essential sites, 262 involve healthcare facilities and 63 utilities. "

2) "Some sites have temporarily shut down voluntarily after employees tested positive for the virus."

3) " There are another 170 affordable projects that are labeled as emergency work on DOB’s map as of Friday, where work will be permitted to continue."

For the one's that have to shut down, and don't, fines up to $10k.

The City of Austin had ordered shutdowns of construction projects except in unique cases where the structure was at a "precarious" stage since we have weather worries here. Other projects were exempt from the halt if they had affordable housing included. Texas' governor though directed that all construction would continue.

Ontario is partially shut down. Residential projects with above grade permits, infrastructure projects, and hospital projects are proceeding but all other construction has been closed effective today.

Michigan has designated all construction except for public works as nonessential. An exception is made for projects pertaining to public health or safety.

My jobs have continued (residential). I've seen a few individual workers choose to stay home, that's about it.

All construction has been halted in the province of Quebec except for emergencies, i.e. urgent concrete repairs to a bridge.

^ More than possibly any other US city, Chicago is a union town (for better or worse). So I’m not surprised that construction here is full speed ahead.

I don’t think Pritzker could shut it down even if he wanted to....

Unions are the ones calling for shut downs. A huge portion of workers in New York refused to show up which was one of the reasons they ordered construction to halt.

Workers keep getting sick on these sites, not shutting down at least most of non-essential construction is pretty foolish.
