Does anyone else think that this structure is much taller than 20m?

I agree - closer to 30m or even 35m

Actually, the (German) info sheet said the domed roof is 20m high, which means the whole building is closer to 50 or 60m, the spire/minaret probably 70m +-.

20 metres is the height of the roof of the dome. The chimneys are taller, but I have no data of their height.
