Papago Grand pictures. It's closer to the road than I expected.

From the 202 you can see that they're up to 4 floors. Anyone know how high this building will be?

I believe this one is only planned to be 4 stories.

Pretty disappointing--it now looks like basically every other generic 4 story going up around town. But whatever. Beats the manufacturing/industrial that's there now.

if you check out the original plans, this building was always going to be low rise 3-5 stories.

Good news... The Pier is on the agenda again for the DRC to allow tandem parking. Progress I guess..

Looks like they added 1 floor and about 35 units. Original approval was for 23-floors, 551 units. This revision is 24-floors, 586 units. Sounds good to me.

Interesting read, thanks for posting. It says that Trinsic was in negotiations to build multi-family at Rural/University in the athletic district, but those negotiations have ended. Hard to tell really what's going on with the rendering in the article, but it doesn't look half bad.

Sounds good, but I am not believing anything in Tempe at this point til I see it break ground. What ever happened to:

- 100 Mill
- Forest and University towers
- The Pier
- Hayden Flour Mill

What a joke. Tempe should have a no policy of granting approvals for 6 mos only. Maybe then these developers would stop wasting everyone's time and only propose thing they can actually build.

Very quiet as of late, almost depressingly so. At least there are 4 or 5 cranes up in town making things look good but I thought at least 1 of these projects would move dirt by now.

Hoping things pick up in the fall after a summer lull

I agree--it's not like there isn't anything being built--Papago Grand, 1000 Apache, Fore McClintock, Broadstone Lakeside, PV Main dorms, Stadium are all moving. But it would be nice to see some of the more...ambitious proposals actually come to fruition.

There are apparently two buildings in phase 1, and a third in a future phase 2. There are currently surface parking lots planned behind the buildings, but it looks like it's because they couldn't get all the property owners behind them on board--the area is a funny puzzle piece right now. I do like the retail/amenities plaza though. It seems like the type of mixed retail uses that could actually work along Apache.

If only all of this construction between Tempe, Scottsdale, Kierland, priest, and deer valley was located centrally....

Eastline is one of the best examples of great TOD in the metro area and is a standard to be expected along the line itself. For Tempe specifically, this would have been great on the Hanover lot.

It isn't surprising that so many projects have fallen off. Without a conference center, the hotel market is probably saturated, and with the continued denials of tall market rate towers, why waste the money?

Tempe has FINALLY decided to develop a cohesive downtown plan, as well as a housing vision. Unfortunately, I think both have come too late. Student housing has a disproportionate share of the units, and the opportunities for market rate apts downtown that are tall enough to make a dent are dwindling. The downtown plan would have been extremely helpful in blocking Hanover, the HFL lowrises, and in shaping College and University as streets that are equally important to students and residents. There's also little to do now re: the stadium district.. had they been proactive, the streetcar could have gone down Uni and would have provided access to downtown, as well as encourage better designs in between. While the landscaping is nice, I would have liked to have seen ASU add retail on the old parking lots.

Phase two

More than 13,400 seats with backs and cupholders replace bleacher seating on the lower west side (12,000) and cantilever sections in the upper west (1,400). ASU athletics Chief Operating Officer Rocky Harris said seat backs "rose to the top of the list" in importance to fans in surveys and focus group meetings about improving the almost 60-year-old stadium. Leg room is increasing an average of four inches and chairs in several sections will have arm rests.

Work will continue going forward on the west premium seating area (750 seats), eventually to include an air-conditioned lounge, going into the 2017 season.

The southwest entrance is changed with cascading stairs rather than a ramp leading to the main concourse that after the final major construction phase next year will connect the entire stadium, then to have a capacity of about 55,000 (down from its peak 74,963). There are hand rails on the stairs to the concourse and on the west lower bowl as part as stadium compliance with the American Disabilities Act.

Harris said the 360-degree concourse will "make the stadium feel whole. It was compartmentalized before, and now it looks like it's meant to be together."

The concourses have been raised 12 feet to 20, increasing air flow and allowing fans to see the field from the concourse. Some of concourse is open in the back offering views of the mountain buttes on each side.

Extensive work also has been done on the north side, which was demolished to the ground to make room for a new student athletic facility as part of the stadium complex. The shell of that building is complete but not the interior work, and the roof will be Coca-Cola branded sun deck that will be open to fans this season with concession areas. "It's an unique space we're going to take advantage of during games and for non-football events,” Harris said. Plans are to make greater use of the stadium than in the recent past for ancillary events.

The football offices and weight room will be in the new building as well as training table for all sports. The third floor of the Carson Center, on the stadium's south end, will be renovated into the Watts Center for Academic Excellence with the Carson weight room remaining for use by other sports.

There are more restrooms and concession areas on the west side, and those numbers will increase on the east side after phase 3 of construction.

Technology improvements will increase connectivity on the southwest and north sides. The structure to hold the new video board on the north end is up but will not be filled until the 2017 season.

A new Tillman Tunnel is being constructed at the north end from where the football team will enter the stadium starting in 2017. The current Tillman Tunnel on the south end is an "historic place for us," Harris said, and will be maintained. The Dickey indoor practice bubble currently on the east side of Rural Road at some point will be moved next to the stadium on the northeast side so players can walk to practice from the new athlete building. Alamo Drafthouse Cinema, a Texas-based chain of dine-in movie theaters, plans to open its second Arizona location in Tempe as part of a major redevelopment effort south of U.S. 60.

The project, called Lake Country Village, will include luxury apartments, restaurants and other businesses at the northwest corner of Baseline Road and Lakeshore Drive, just east of Rural Road. The site was marked by a large, vacant shopping center anchored by a movie theater, but workers are clearing the property, which now is fenced off and largely vacant. Crews have started some work on residential buildings on the property's north side.

Documents submitted to the city by the developer say Alamo will be part of the project, with a theater featuring 798 seats, fronting the north side of Baseline Road at the east end of the development near Lakeshore Drive. 2nd location? Has anyone heard anything new about the Chandler location that was supposed to have opened last December? That was delayed by 'bad soil' and now the plan is 'late 2016', but in a new area. Tempe might actually have the 1st one if they don't start moving on the other site soon.

The plans is to build a Dine-In Harkins on that site in downtown Chandler. The Alamo Drafthouse location in Chandler has been moved to Arizona Avenue and Chandler Heights, in south Chandler.

To add from driving by last week, Arizona Avenue and Chandler Heights location looks a month or two from opening. Great to see for that area after I believe LA Fitness opted out. Also cleaned up 87's median to some faux planters.

I noticed last night that the America's Taco Shop restaurant on University Drive (just west of Rural) is out of business and fenced off. Does anyone know if the building is being refurbished, or maybe demolished to be replaced with something bigger? The site is adjacent to the University / Rural light rail station.

I noticed last night that the America's Taco Shop restaurant on University Drive (just west of Rural) is out of business and fenced off. Does anyone know if the building is being refurbished, or maybe demolished to be replaced with something bigger? The site is adjacent to the University / Rural light rail station.

I saw that too! Also, I saw that Cholla Hall w/the small building on Terrace and Rural has a fence around it and so does the ASU Design building across from Chuck Box on University. Anyone know whats going on with those?

The old bookstore next to cholla is being remodeled into a few retail spots. No idea about the design school

Tempe, Arizona – The City of Tempe has moved forward with seeking the development of the city’s first biomedical and technology campus on 18 acres of Tempe land west of the Tempe Center for the Arts.

On Thursday, the City Council selected a partnership of three businesses to negotiate with the city on a development agreement. The selected development team – made up of The Boyer Company, SmithGroupJJR and Okland Construction – has proposed a phased project of five, 5 to 8-story buildings totaling approximately 1 million square feet, along with two parking structures with about 2,500 spaces. It also is proposed to include a restaurant, arts-related spaces such as rehearsal space and artist workspaces, and trails connecting to the arts center and Town Lake pathways.

Tempe’s Economic Development team works to attract biomedical and technology businesses because they provide high-quality jobs and contribute to community quality of life. There are approximately 15,000 technology jobs in Tempe, paying an average of $95,000 annually.

There is a high demand for research facilities and specialized lab spaces. Thousands of public and private sector scientists and engineers need lab space to advance science and technology in industries like pharmaceutical, biomedical, manufacturing and biotechnology. Arizona State University is adding a building to its Biodesign Institute. This suite of interdisciplinary scientific research buildings works with companies and researchers to find solutions to global problems. The Biodesign Institute represents Arizona’s single largest research infrastructure investment in the biosciences. The new Tempe Biomedical and Technology Campus will provide new opportunities for partnerships and progress.

“We are experiencing tremendous momentum in Tempe when it comes to attracting businesses that bring jobs and tax revenue used to maintain and improve the quality of life for our residents,” Mayor Mark Mitchell said. “Companies are coming to Tempe because we have a skilled and diverse workforce, a great energy and a concentration of tech companies. The Tempe Biomedical and Technology Campus will be an exciting, key addition to our mix of cutting-edge businesses that benefit our community and set Tempe apart.”

Matt Jensen, partner and senior project manager for the Boyer Company said, “The Boyer Company and the members of our development team appreciate the opportunity to work with the City of Tempe. The project's close proximity to ASU, key Tempe employers, the airport and area freeways make this an ideal location. Our company is focused on developing projects that help build communities. This project has the potential to create a technology-focused area that will benefit the region."

The development team and City of Tempe staff will begin crafting a development agreement, which will require approval by the Tempe City Council. The development agreement could include the sale or lease of the land, among other provisions. The property is located on Rio Salado Parkway, west of the Tempe Center for the Arts, on a site that will require environmental remediation.

Four proposals from four development teams were submitted as part of a Request for Qualifications issued by Tempe. The awarded team scored highest in an evaluation process based on experience, financial strength, project design and organizational capacity.

I like it, but as always skeptical until I see dirt move in Tempe. Good news is the continued job announcements in Downtown Tempe. Makes you wonder why 100 Mill can't get enough leases signed to break ground.

Well that's a bummer on America's then again wasn't much room for seating.

Interesting on Cholla and Design since neither are listed on ASU's CFO.

It looks like the first building at the Papago Grand topped out at 4 floors. I haven't seen any more vertical work in about a week. Hopefully they break ground on additional taller buildings soon.

It made a much larger impact on the 202 than I was expecting. Not very tall but it seems fairy large

I just wish the City of Tempe would work out a park and ride at the southeast corner of Priest and Washington as part of this deal. A parking garage. I just think it would be the most busy park and ride on the LRT Route. People coming from Scottsdale and Phoenix north of Papago Park and people coming from Temp and Chandler from the south. No freaking brainer.

I agree, and I've known some people who have used that station as an unofficial park-and-ride -- particularly if they work in one of the office buildings there and have access to parking.

One problem is that Tempe would have little incentive to create a park-and-ride that would be used primarily by residents of Scottsdale (which stubbornly resists light rail) and Phoenix. I'm not sure if the existing park-and-rides are owned by city governments or by Valley Metro.

Looking at the new renderings I'm glad they didn't shrink the scale of the project, this could have easily become just a cluster of 4 story suburban office buildings

The Tempe Biomedical Campus is a total miss; they had the opportunity to bring nationally respected arts businesses to the area back in 2008 before neighborhood pressure forced them to cancel the RFP. But, a true arts and recreation village makes much more sense than what will likely be nothing more than another Discovery Center.

While those artists get housing on the outskirts of town, downtown will be filled with 9-5 workers and students. At this point, I would rather see DTPHX's PBC not be cannibalized by lowrise lake development.

I creeped by on my way in this morning and the signs on the fence say Cholla is slated for demolition, which somewhat surprises me. I wonder what the eventual plan is there.

I also saw that University Village is now being demo'd. So a lot of buildings coming down in that area. As of August University Village 2.0 had applied for a building permit so I'm assuming that one should be ready to go up once it comes down.

I don't remember seeing this guy, fairly standard for today defiantly better than what's there but why not build on an empty lot I never heard that university village was in bad condition.

Interesting that Cholla is coming down. I think ASU has failed design-wise when it comes to addressing Apache and Rural, so I am not expecting great things; but, with the light rail nearby and potential development to the north, it could be a good kick-start toward a more urban Rural RD.

Does anyone have any idea what the plans are for the NW corner of McClintock and Broadway? Looks like tear down has started on the old boat store building. Hopefully it isn't more apartments, already have plenty of those on the other side of McClintock along with the ones going up off of Dorsey.

Is it the NE corner? Looks like that's slated for medical office space for a Mountain Park Health Center.

At one point they were suppose to be apartments on that corner...I believe called Aura, yet the developer withdrew the application from planning.

I went by Cholla yesterday, they are actively tearing it down. I wonder what will go in its place?

Cool. For all of the challenges that the landscape provided the design team, I think they are the only ones who have done the lake justice with how their buildings address both Rio and the lake, and were built with the idea that Rio will one day have a streetcar along it and be ped-heavy. The mix of retail is smart and similar to CityScape in that it fills both public and tenant needs.

Too bad the inner streets don't connect through to HFL, but regardless, their original retail plan should be revived as that corner has become such a disappointment overall. There's no doubt that either a nice restaurant or a large retailer wouldn't do well at the intersection in HFIII, and nice clubs/bars along the lake would do very well.

Mostly agree. I don't know that HFL needs to connect to MH internally. The lakeside path with Salt nearing completion is shaping up nice and I think will be an enjoyable connection.

HFL is using that last big retail pad as a starting ground for the parking garage expansion now, but I really hope that they do turn their focus on building the retail space when that's done. I wonder whether it's a bit of a chicken and egg thing, where they aren't finishing the retail building because the inward facing retail spaces on the garage aren't leased. But it seems like those would be easier to lease if they had, like you said, a strong restaurant or retail presence on the corner.

Anyone have a clue about this? Is mill and Rio going to be a Westin instead of a kimoton? Is this some other proposal that hasn't gone public

Couple of thoughts...

You may indeed be correct, perhaps it is replacing the Kimpton. I can tell you in 2007 there was a Westin proposed as part of the University Square Development, which I believe is where the "7th St Mixed Use" is proposed. I'd be happy if that were the case, but that project seems dead as hell. It's also possible this could be part of the Athletic District Development.

Either way, terrible to see all the stalled projects in Tempe between 100 Mill, 7th St Mixed Use, Pier 202, Hayden Flour Mill, and the Whole Foods project. I really thought State Farm would be able to jumpstart some of these.

Nice sleuthing. I don't know if it's the same one you saw, but this site (m.starwoodhotels.com/westin/directory/new-hotels/all/detail.html?language=en_US) gives the address as 701 S. Mill for the forthcoming hotel, which is the old Long Wongs site.

I just got a public hearing notice to increase the US Airways garage 2 more stories for a total of 6. This will raise the building height from 50 to 60. This will add 299 parking spots.

Perhaps making the building more attractive for a future tenant?

Drove to Mill to stroll and have drinks with my dad on the night of the ASU/WSU game...must say, the area was INSANE. It was my first time in Tempe in 4 years and my, my Tempe, how you have grown. Here are some observations:

Coming off Rural to Rio Salado, the area was already bustling. That Jefferson Heights apartments or whatever on the opposite side of the lake has s fence around the lot and dirt being moved. Marina Heights, is such a impressive change to the skyline coming across the bridge. Gone are the blighted parking lots, thank God! In the distance I could see the cranes on Apache Blvd. Took Rio to Mill, obviously the drive was nothing like it was 4 years ago. People strolling, the area has a canyon feel with A Mountain on one side and these large office buildings on the other.

Walked through downtown Tempe. More bars in the area, the students clung to a few and adults to the others. Hooters is gone. The plaza by West Six with Chase Bank has done a complete 180. Game night probably helped, but I remember walking through here to mostly empty retail space and a few people shuffling around. Now this place was hopping. All the patios were full and people were just hanging out, lounging, everywhere and there's an AMC. The West Six Towers were lit like a firework, must be close to full occupancy. It felt more like a city. Buskers, the infamous homeless, high schoolers, college alumni, young professionals.

I look forward to the evolution of Tempe into a full-fledged city. The difference of 4 years is astonishing.

The Cholla-replacement seems fine. Don't really have an opinion one way or another. But the 7S news is HUGE! Got to admit I had zero hope of that one happening. I feel like if it's built as approved this would be a game-changing development for Tempe.

Is 100 Mill officially dead yet? Can't believe they can't get their act together after all this time. Now we are left with a closed down Monti's and fenced up eye sore.

7S is the project with the most potential to finally transition Tempe, IMO. Two towers filled with professionals and a 3rd boutique hotel tower -- only the 3rd built out of dozens of proposals -- would add 365-day density in the part of downtown that needs to evolve into Tempe and not become an extension of ASU. It's too bad there weren't better proposals for the old M7 lot, Forrest/7th, and College/7th, because it could have actually ended up being the first connected corridor between Mill and College.

Either way, the design is fantastic and the well-placed retail will activate a large dead zone. If 100 Mill is dead as assumed (really? you can't finance 8 stories of office?), I wonder if 7S will steal Kimpton?

As for Cholla - another ASU fail. Rural Rd will eventually be a high capacity transit route connecting Chandler to Scottsdale with the Stadium District in beween. Developments now should be designed to accommodate a more pedestrian-friendly complete street. I don't know why ASU refuses to build anything mixed-use, but being across from the transit center, this should have had similar commercial sq footage as University Village, etc.

While I agree that it should be a high capacity transit route (preferably rail, but settle for BRT if that's what feasible), I don't see any indication it will become that. The same forces in Scottsdale who have resisted even studying light rail there are also resistant to BRT. A study recommending BRT for that corridor has essentially sat on a shelf since 2012. I think the best we can hope for in the foreseeable future is high-frequency service and extended hours on the existing Route 72 bus.

US Airways was a homegrown-airline as America West first and it was a deep betrayal for me that they left. US Govt (and Obama - goodbye!) failed miserably in keeping the airline industry competitive. Good times are back with Trump looking out for us though :cheers:

Yes I am hoping now with this 20 month long uncertainty period nice and solved, cleanly, we can see companies moving forward with expansion plans. AZ and Phoenix were doing very well the last 5 years or so and I see no reason to think this wont continue.

The reporting so far is vague--saying that the Arena will be "in the East Valley area south and east of Phoenix and Scottsdale that includes Tempe and Mesa..." Not sure if that is just defining "East Valley" as including Tempe and Mesa, or saying that the arena will actually be on the border. There were some reports a week or so ago that Karsten was close. I guess we'll see this afternoon.

True. Proximity to TMP I'm sure is seen as a plus--they can hit the ground running with dining/drinking options. A full mile from light rail is too bad. Not impossible to make the walk, but doubt many people will do it. But like you say, maybe streetcar fills the gap. And hopefully the stadium can also be an impetus for finally getting something going at the Southbank sites as well.

On 2nd thought, the Coyotes need a practice facility and I think that's what the 4K seat arena will be for. ASU Hockey would be sharing that building or vice versa?

IceArizona Holdings, the company that owns the NHL's Coyotes, is entering into a negotiating agreement with Catellus Development Corporation to create a development plan for approximately 58 acres in the ASU district. The proposed project would include a 16,000-seat arena for the Coyotes and attached 4,000-seat multi-use arena for ASU hockey and other sports, Coyotes practices plus youth hockey and community events.

Catellus, master developer for the district, and the Coyotes have until June 30, 2017, to create a budget, design and operational plan for the development, expected to include a hotel and mixed-use office space. The deal also will require finalizing a partnership with Tempe and other public sector constituents...

The 58 acres, out of 330 in the district, are at the northwest corner of McClintock Drive and Rio Salado Parkway, near the intersection of freeway loops 202 and 101 and across McClintock from Tempe Marketplace...

"As the first major partner for the ASU Athletic Facilities District, the Coyotes campus will set an exciting tone for this innovative urban corridor," said Greg Weaver, Catellus executive vice president...

The ASU hockey team, in its second varsity season, is playing a few home games at Gila River Arena and the rest at Oceanside Ice Arena, where it played as a club team. One is too large and the other too small, but a 4,000-seat venue would be a good fit for college hockey and Olympic sports.

ASU would pay for part of the construction and operating costs for the smaller arena and have naming rights. It also will brand the facility with ASU markings and signs like it has with Phoenix Municipal Stadium, now its baseball home.

Details are not yet available about how much the Coyotes would pay ASU in lieu of property tax, the way the district is designed to function to create revenue for athletic facilities.

The negotiating agreement between Catellus and the Coyotes does not require approval from the Arizona Board of Regents.

Hell yes! What a great looking rendering - the architecture reminds me of the College Avenue Commons.

Yes, I believe phase 1 is the hotel and the taller residential, and phase 2 is the shorter residential. As far as phasing goes, not too bad.
