Done - I added the structure and city, but the link you gave me said it's in Taunus. Which city is it in?

It is Schmitten, a small town. But its not situated in the city, but on a mountain, the Grosser Feldberg.

The height value of 115 metres given on http://www.skyscraperpage.com/diagrams/?b41551 refers to the height of the guyed radio mast on the Grosser Feldberg and not to the height of this tower. The guyed mast can be seen in the picture on the right behind the left side of the observation tower

How tall is the mast on top of the building?

Unfortunately I have got no data. Perhaps the answer can be found soon on http://de.wikipedia.org/wiki/Fernmeldeturm_Gro%C3%9Fer_Feldberg

Concerning the other towers on Grosser Feldberg.
The obsevation tower is 40 metres high (I assume without the mast on the top) and it was built in 1902 ( http://www.taunus-info.de/de/tuerme/angebot.498.html )

The guyed mast is 116.17 metres high. The year of built is unknown.

Height and year of built of little tower is unknown.
