Edit: Sorry, I put the wrong info again, for La Proeza starting in 2019 it's more an estimate because they are currently in the excavation phase as shown in this photo (http://www.laproeza.mx/images/avance/5_FLYOVER%E2%80%9415_DE_FEBRERO_2019/DJI_0007.jpg) from their website from a couple months back.

So why couldn't the last 3 buildings be added as proposed?

Anyway, recently there were news that foundation work is going to start this very month
