The site doesn't say that. Same with some of the other changes requested. This is not a guessing game. Like any other change, it's going to need some other source beyond pictures (on a few of those requests, old pictures). Buildings can appear to be completed externally and still have quite a bit of interior work to be done before they are officially "completed." I feel comfortable changing the year on a few of those which looks like they'll obviously be done this year, but in the future we need solid sources just like for every other piece of information instead of trying to eyeball stuff.
