This building is listed as proposed. I suggest changing it to vision since it was only ever launched as a ploy by the smallest party on the City Council. An architect designed it, but no investor interested in building it was ever involved afaik. Alternatively stale proposal makes sense as well since nothing has happened for about 5 years.
