According to wikipedia, vision is on-hold not cancelled as it says in Vision's building page. ( http://skyscraperpage.com/cities/?buildingID=30419 )
After the Queensland floods in late 2010-early 2011 the construction site was a 7 story hole flooded with water. When the water gets removed it might go underway.

After the floods, Vision is suppose to still be built, but with a slightly different design.
