Yes, I think it has to be entered as a single building as it has a compound base.

The shorter towers have 30 floors each.

The taller tower will have a 350-room 5 Star hotel topped by a panoramic restaurant.

One of the shorter tower will host a big shopping mall.

The second will have offices.

And the third would have luxury apartments.
