Greenpoint Residents to Sue City Over Planned Waterfront Developments

At the very least, the suit will delay the developments until a potentially more sympathetic mayoral administration comes in, said Pierson.

The group announced the suit at a rally Wednesday night where protesters held signs that said “the roof is too damn high” and “Greenpoint does not equal Midtown.”

The waterfront was rezoned in 2005 despite opposition from the local community board, paving the way for large-scale development.

I hope Bloomberg countersues...for twice as much. That is, if this running joke of an attempt to hinder progress in the City isn't summarily thrown out of court and the bailiff is instructed to have these jackasses removed bodily from the courthouse and incarcerated for eighteen months.

They're using the same delaying tactics as the ones used at Atlantic Yards. These NIMBY's can be such douchebags.

It'll only make housing in this city even more expensive than it already is.

Greenpoint Development Project Causes Concern Among Residents

The developers have released a rendering of one relatively small-scale building, but the plans also include a number of buildings 40 stories high. The developers wouldn't say how many of these buildings they plan on constructing. While developers point to planned community access to their waterfront with 80,000 square feet of public space, critics point to the polluted Newtown Creek adjacent to the site and claim that much of the area is a brownfield.

Many critics voiced their environmental concerns at a public hearing at Borough Hall. "What happened during Hurricane Sandy was all these lots these guys are going to build on flooded, and when they flooded, they flooded with the toxic water from the Newtown Creek," said resident Darren Lipman. "So, the next morning when I got up and went outside and took a walk around to see the damage, the whole place reeked of oil."Residents say as the ground is dug up for construction, the air will become more toxic.

Developers argue they've done extensive testing and the site is clean, but opponents are circulating a petition calling for the state to do a study of its own. There are also issues of whether the infrastructure can handle thousands of new residents at the development and another planned for an adjacent site, as well as issues of who will be able to afford to live there.

Earlier this month, the community board disapproved both projects, saying they don't have enough affordable housing.Developers say there will be more than 400 affordable housing units, and they're working on providing ferry service as part of the neighborhood amenities. The project goes before the City Planning Commission next month.

I don't understand these people, it's not as if the neighborhood is being demolished to make way for these buildings. They put on a good show, but in the end it's all for nothing. They are years late if they want to try and stop this development.

Greenpoint Landing is proposed by developer Park Tower Group under the name Greenpoint Landing Associates, while 77 Commercial is a separate project that is being advanced by Chetrit Group under the name Waterfront at Greenpoint. Should they gain ultimate approval, the projects, which include multiple towers of 30-to-40 stories, would be among the final significant changes to the city's waterfront approved under the Bloomberg administration.

Community Board 1 had recommended that City Planning disapprove the project, while Borough President Marty Markowitz recommended the opposite, however, both attached a list of conditions that largely dealt with strains on public transportation and the affordable housing component of the project, which the developers said they would explore.

But community outcry over the height and density of the developments technically do not apply to the current land-use application. The impetus for building along the shoreline was actually a 2005 rezoning that not only cleared the way for massive projects like the two being proposed, but also set aside space for park land.

.....Greenpoint Landing will ultimately include more than 1,300 units of affordable housing, ground floor retail and a total of 4 acres of open space. The current application is to specifically modify zoning regulations to construct a 640-seat public school and exempt it from the project’s allowable floor space. The application will also allow the transfer of city property to Park Towers to build 431 units of affordable and 276 units of market-rate housing. However, the majority of the project's units are being built as-of-right.

The City Council similarly pressed for promises from Greenpoint Landing developers, upon which the latter promised to provide a site for an elementary school and to operate a free shuttle between the complex and public transportation. An additional 431 permanently affordable units were also part of the deal, available to families earning from 40 to 120 percent of the area’s median income. Greenpoint Landing Associates will also donate a total of $5.5 million to expand Newtown Barge Park.

The community board had previously voted down the Greenpoint Landing proposal, citing a need for more affordable and senior housing.

Don't know, but the affordable units are supposed to be affordable to families making anywhere from 40 to 100 % of the median family income for New York.

Plans for the parks were first floated when the gritty Williamsburg-Greenpoint waterfront was rezoned for residential development in 2005, yet cash to actually bring the greenspaces to fruition vanished.

Fast forward to the end of last year, when two massive, controversial projects were approved by the city. The developers of those complexes each contributed money to build the parks on top of millions in city capital dollars, albeit in different ways.

The Park Tower group, which is behind the 5,500-unit Greenpoint Landing project, chipped in a total of $5.5 million to fund the construction of Newtown Barge Park.

The Chetrit Group, on the other hand, is expected to purchase air rights from the Box Street Park site for roughly $8 million, which will be used to help fund construction.

That site is currently occupied by a Metropolitan Transportation Authority parking lot, though the city is chipping in up to $10 million to move that facility to the Bronx, which is expected to happen at the end of 2015.

Some of the park funding was increased as a result of last-minute negotiations between Mr. Levin and the developers in December.

Developers already had the right to build high-rises due to 2005 waterfront zoning and ultimately agreed to contribute $500,000 to an anti-displacement housing fund and $3 million to the Newtown Barge Park after local opposition.

Those buildings are Northside Piers in Williamsburg, not Greenpoint, which is about a mile away as the crow flies. The latest renders of Greenpoint landing are the brick warehouse looking things (a much better look, imho). But we'll see what the reality is.
