If they had never built the through-pass for Raleigh/Gateway, and suddenly the area had enough trips between the two areas to justify such a connection, it would certainly have fallen well into "never gonna happen" territory on Manitoba's long list of infrastructure needs.

I guess this goes to show that because I don't live in the area, but from time-to-time, drive on that interchange, I assume Raleigh would be open to the public with the pass through.
I'm surprised it's been semi-barricaded, because of a bunch of Karens.
I was gonna drive on Raleigh and go through that stretch of road, but that's not gonna happen, at least not in the short term anyway.
