It's not the riverwalk - that is on the other side, this is a "public space" on private land.
Most importantly it is not a pedestrian throughway, those seem to stay open ( From Wells to Michigan) this project has the potential for a well used pedestrian track from Union sta. to Lake/Wacker.

It would be nice if someday 300 N. LaSalle plaza was linked, but the North bank of the river appears challenged for a riverwalk. Restricted access still can be quasi-public if they fill these spaces with restaurants and bars and permit mooring along the North bank

Maybe it has to do with all the work being done on the riverwalk extension across the river between State and LaSalle. Possibly a safety thing. I work next door and don't remember them closing that space over prior winters....

I think Legacy at MP (822', 2010) and/or phase 2 of BCBS (743', 2010) might have that beat.

I took a bunch of quick shots as I went west on Lake, and I thought the the beam on the bridge in this one reminded me of the pitch angle the cantilever creates out toward the river.

Lots of times when you finally get in front of the Chicago Board of Underground for final Foundation Permit review, they will ask the project to go back out and do a few more borings at locations of key structural elements, or in areas that they feel need further investigation. That may be why they are back out there to get a little bit more data.
